Corona-pandemie leidt tot de Taiwanisering van China

De meeste epidemieën hebben hun oorsprong in China. Dat gold al voor de pest in de Middeleeuwen, voor de Spaanse Griep in 1918 en eerder voor Sars, Mers en Ebola. Nu ook Corona. De vleermuis, feitelijk een vliegende virus-bom, verspreidde al deze virussen.

Nu we al gewend zijn geraakt aan de wereldwijde ‘lock down’ en de Economische Depressie die de Corona pandemie veroorzaakt, rijst de vraag wat dit allemaal gaat betekenen voor wereldmacht China. Leidt dit tot een nog machtiger Xi-nomie? Of komen Chinezen in opstand tegen de almachtige communistische partij en ontstaat de Taiwanisering van China? Of wordt ‘De Chinese Eeuw’ nog voordat die begonnen is, vernietigd doordat de wereld enorme herstelbetalingen van China gaat eisen?

De Amerikaanse president Donald  Trump noemt het Coronavirus ‘het Chinese virus’. Matt Ridgely, lid van het Britse Hogerhuis voor de regerende Conservatieve Partij, gaat verder en vindt dat China met herstelbetalingen over de brug moet komen.  In de Indiase krant The Pioneer schrijft Bindu Dalmia dat China feitelijk een ‘war crime’ op zijn geweten heeft.

Ja, het virus komt uit China

Dalmia schrijft: ‘Who put the world into mass quarantine? Once the chaos settles and a cure is found, China must be held accountable for keeping the outbreak under wraps,  which squandered precious five weeks that could have alerted the world to take proactive measures. According to a Supreme Court Advocate, GV Rao, “In international/domestic environmental laws, there is a ‘polluter pays principle.’ Similarly, China must be forced to provide free medical aid and economic reimbursements to all countries affected by the virus.” Especially as China profited the most through global trade in the comity of nations. As the culprit nation, it deserves international sanction and economic isolation. Because even acts of genocide or terrorism stand pale in comparison to the havoc wrought by Corona’s contagion and contagiousness’.

Op de blog Reaction stelt Ebenezer Smith (een pseudoniem): ‘There are two charges against the Chinese government over the Coronavirus pandemic to be considered. The first is that it allowed risky “wet markets” to continue operating despite the warning of the SARS epidemic in 2003. The second is that it tried to suppress news about the new Coronavirus and deny the evidence of human-to-human transmission until late in January, even silencing a whistleblower-doctor who later died.

There is currently a huge propaganda pushback being organised by the Chinese state on both issues and it is having an effect. Those who raise the matter of Chinese government responsibility are quickly accused of racism. This is deflection. Nobody is accusing ordinary Chinese people of anything. The charge is that the government acted in a way that allowed the pandemic to start and to worsen. It was the use of palm civets in medicine that almost certainly led to the SARS epidemic in 2002-3 and it may have been the same with pangolins in today’s epidemic. Civets were bred for sale in markets, and those in the market in Fushan, where the epidemic started, proved to be heavily infected with SARS, whereas those on civet farms were clear. So the infection jumped species in the market. The natural host turned out to be bats. Indeed a whole raft of human diseases have come from bats, most of them recently: rabies, ebola, Hendra, nipah, MERS as well as SARS. “The presence of a large reservoir of SARS-CoV-like viruses in horseshoe bats, together with the culture of eating exotic mammals in southern China, is a time bomb,” wrote four Hong Kong scientists in 2007 – 13 years ago. Their warning was ignored’.

De vleermuis is de veroorzaker

Het is inderdaad zo dat de markten in Zuid-China waar onder andere vleermuizen, miereneters en  civetkatten worden verhandeld voor consumptie en medicinaal gebruik, de bron zijn van virussen, als Sars en nu Corona. De Chinese regering sloot die markten na de Sars-epidemie, maar heropende ze later weer.  En juist op zo’n markt in Wuhan sprong het virus over van dier op mens. Het virus komt van de vleermuis of de pangolin.

De Chinese regering was door deskundigen al  jaren geleden gewaarschuwd voor het gezondheidsrisico van deze markten, maar president Xi handelde niet zoals de deskundigen wensten. De markten bleven open en vleermuizen, miereneters  en civets bleven verhandeld en geconsumeerd worden. Nu zijn de markten  weer gesloten.  Beter laat dan nooit.

Ondertussen in Duitsland

Ook in Europa ontstaat nu felle kritiek op China.  In Duitsland schrijft Julian Reichelt, de hoofdredacteur van de grote krant Bild in een open brief aan de Chinese president Xi Jinping: ‘Your embassy in Berlin has addressed me in an open letter because we asked in our newspaper Bild whether China should pay for the massive economic damage the Coronavirus is inflicting worldwide. You, your government and your scientists had to know long ago that Coronavirus is highly infectious, but you left the world in the dark about it. Your top experts didn’t respond when Western researchers asked to know what was going on in Wuhan. You were too proud and too nationalistic to tell the truth, which you felt was a national disgrace…You rule by surveillance. You wouldn’t be president without surveillance. You monitor everything, every citizen, but you refuse to monitor the disease spreading  wet markets in your country. You shut down every newspaper and website that is critical of your rule, but not the stalls where bat soup is sold. You are not only monitoring your people, you are endangering them – and with them, the rest of the world. Surveillance is a denial of freedom. And a nation that is not free, is not creative. A nation that is not innovative, does not invent anything. This is why you have made your country the world champion in intellectual property theft. China enriches itself with the inventions of others, instead of inventing on its own…The reason China does not innovate and invent is that you don’t let the young people in your country think freely. China’s greatest export hit (that nobody wanted to have, but which has nevertheless gone around the world) is Coronavirus.’

Reichelt heeft een punt, al miskent hij de technologische innovatiekracht en de grote creativiteit die China wel degelijk bewezen heeft in de afgelopen 50 jaar. In diezelfde periode heeft Duitsland, uit pure zelfhaat, zichzelf fors verzwakt. De Chinese communistische partij heeft in de afgelopen 50 jaar op een bewonderenswaardige wijze dit immense, mede door het Westen, in de 19^e eeuw verarmde land weer opgebouwd.

De woordvoerder van de Chinese ambassade in Berlijn,  Tao Li, reageerde op Reichelt: ‘Apart from the fact that we consider it a pretty bad style to blame a country for a pandemic that is affecting the whole world and then to present an explicit account of alleged Chinese debts to Germany, you ignore some essential facts…We note that many countries now struggling with COVID-19 have had time to prepare for the cross-border spread of the pathogen after China reported its outbreak under the guidelines of the World Health Organization’. Dat is waar. Ook toen we allemaal al wisten hoe gevaarlijk het virus was, vierden we carnaval en deden we van alles om het virus zich makkelijker te laten verspreiden.

Herstelbetalingen van China geëist

Bild  vindt dat  China 149 miljard dollar moet betalen voor het veroorzaken van de Corona pandemie.  Hoofdredacteur Reichelt citeert een artikel uit The Washington Post: ‘Your laboratories in Wuhan have been researching Coronaviruses in bats, but without maintaining the highest safety standards. Why are your toxic laboratories not as secure as your prisons for political prisoners? Would you like to explain this to the grieving widows, daughters, sons, husbands, parents of Corona victims all over the world? In your country, your people are whispering about you. Your power is crumbling. You have created an inscrutable, non-transparent China. Before Corona, China was known as a surveillance state. Now, China is known as a surveillance state that infected the world with a deadly disease. That is your political legacy.’

The New York Times schrijft: ‘The Chinese government silenced whistle-blowers, withheld crucial information and played down the threat posed by the new Coronavirus, allowing an epidemic that has killed thousands to take hold across the country. Now the ruling Communist Party, facing a storm of anger from the Chinese public over its missteps, is trying to rehabilitate its image by rebranding itself as the unequivocal leader in the global fight against the virus. The state-run news media has hailed China’s response to the outbreak as a model for the world, accusing countries like the United States and South Korea of acting sluggishly to contain the spread. Party officials have tried to spin the crisis as a testament to the strength of China’s authoritarian system and its hard-line leader, Xi Jinping, even announcing plans to publish a book in six languages about the outbreak that portrays him as a “major power leader” with “care for the people. ”The attempt to rebrand is a gamble for Mr. Xi and the party. Mr. Xi, China’s most influential leader since Mao, has made it a priority to expand the country’s economic and military might around the world and to demonstrate that China can play the role of responsible superpower. The Coronavirus outbreak has undermined those global ambitions, and the propaganda push suggests the party might be worried about lasting damage. And as the virus spreads to 56 countries and wreaks havoc on global markets, experts say the campaign could revive concerns about China’s secretive approach to managing the crisis.“ The danger for Xi Jinping is that as the virus spreads globally, the role that China’s system of governance played in delaying a timely response will face growing scrutiny and criticism from the international community,” said Elizabeth C. Economy, a senior fellow and director of Asia studies at the Council on Foreign Relations. The rebranding appears to be “a last-ditch effort by Xi to deflect blame and avoid a demand by the international community for an honest accounting of what actually transpired,” she added. The government is now working to promote the idea that international experts enthusiastically endorse its approach. Eager to highlight the country’s successes, Chinese officials and commentators are encouraging other countries to deploy Beijing’s playbook in fighting the outbreak, including its strict lockdown measures .“The homework that Chinese people wrote with their blood and sweat is right in front of your very eyes, and you aren’t capable of copying it?” said one post widely circulated on WeChat, a messaging app.

Overleeft president Xi de volkswoede?

Binnenlandse onrust is het laatste wat China wil. Dat is topprioriteit na de ‘Eeuw van Vernedering’, zoals Chinezen de 19^e eeuw noemen.  De Rode Dynastie, zoals de communistische partij wordt genoemd, moet niet dezelfde fouten maken als de Qing dynastie van het Chinese keizerrijk in de 19^e eeuw maakte. Toen verdeelde en vernietigde het Westen China. De woede en het verdriet over die eeuw zitten diepgeworteld in het dna van iedere Chinees. Reden waarom het volk de Rode Dynastie tot nu toe steunt. Maar in de geschiedenis van China kwamen succesvolle dynastieën vaker ten val als het volk in opstand kwam. Dat dreigt ook nu weer. President Xi overleefde de afgelopen decennia al twee moordaanslagen. Wellicht offert de partij hem nu, om de volkswoede te beteugelen, en komt er een nieuwe rode leider op zijn troon. Of het leger pleegt een staatsgreep. Wie zal het zeggen?

De globalisering is nu omvangrijker en intensiever dan in 2002  ten tijde van Sars. China is nu een veel belangrijker land dan toen. Sars werd toen vooral verspreid in Azië, de opvolger verspreidt zich wereldwijd. In 1970 was China nog armer dan Somalië. Maar in de afgelopen 50 jaar ontwikkelde de communistische partij het land tot een supermacht terwijl het Westen, zowel de VS als de EU, in diezelfde 50 jaar indutten.

Taiwanisering van China

Heeft de Chinese regering de Corona-epidemie te lang onder de pet gehouden? Ja. Dat is nu wel duidelijk. Maar ook instanties als de WHO keken de andere kant op. De WHO noemde tot eind vorig jaar de klimaatverandering nog als het belangrijkste gezondheidsrisico. Maar Taiwan had de WHO toen al gewaarschuwd dat in China een nieuwe epidemie was ontstaan. Bill Gates voorspelde al in 2015 de komst van een nieuwe pandemie. Ook het RIVM was meer bezig met klimaatactivisme (stikstof en pfas vormden in Nederland  als enige land ter wereld een issue) dan met pandemiebestrijding en keek te lang weg van het echte probleem. China heeft intussen de jonge arts die als klokkenluider de autoriteiten in een vroeg stadium alarmeerde en daarvoor werd bestraft, gerehabiliteerd….hij is intussen overleden.

Duitsers eisen herstelbetaling van China

Is China nu herstelbetalingen schuldig aan de door Corona getroffen landen? Tja, niet alle verantwoordelijkheid ligt bij China. Ook in het Westen keken autoriteiten lange tijd weg en ook bij ons ligt verantwoordelijkheid. We zagen wat er gebeurde in Azië, later in Italië, en ook wij burgers keken allemaal weg.

China is de grootste schuldeiser van Amerika. De afgelopen decennia kochten de Chinezen een groot deel van de Amerikaanse staatsschuld op. Amerika kan met een claim voor herstelbetaling de schuld aan China in een keer vereffenen. Het zou mij niets verbazen als president Trump daar nu op voorsorteert.

Dat zou onverstandig zijn. Het Coronavirus lijkt sterkt op het Sars-virus en in Azië is meer kennis en ervaring over de bestrijding daarvan aanwezig dan in het Westen. Daar hebben we nu wereldwijd behoefte aan. Bovendien is China de belangrijkste producent ter wereld van medicijnen, medische apparatuur en medische hulpmiddelen. En China heeft in alle opzichten een  enorme technologische voorsprong. Het heeft zelfs gerobotiseerde ziekenhuizen ontwikkeld die nu wereldwijd nodig zullen zijn.

Ik vind het merkwaardig dat juist in Duitsland nu de roep klinkt om herstelbetalingen te eisen van China. Doordat Duitsland, na de verloren Eerste Wereldoorlog, enorme herstelbetalingen opgelegd kreeg, ontstond uiteindelijk de Tweede Wereldoorlog, die Duitsland verloor.

Verder oplopende spanning tussen het Westen  en China kan bijdragen aan een nieuwe Depressie, vergelijkbaar met de jaren ’30 van de vorige eeuw, en wellicht een nieuwe Wereldoorlog. De Duitse wrok over de herstelbetalingen van 1918 werd toentertijd onderschat, met rampzalige gevolgen voor de hele wereld. Als we nu de Chinese wrok over de ‘Eeuw van Vernedering’ en het daaruit voortvloeiende Chinese revanchisme van de Rode Dynastie onderschatten, dan ontstaat grote ellende.

Het Westen heeft zich in de 15^e eeuw ook de weg naar de top gestolen. Columbus ‘ontdekte’ Amerika met behulp van gestolen Chinese kaarten. Veel uitvindingen van Leonardo da Vinci waren gejat van de Chinezen.  De Britten  stalen Chinese theeplanten en bouwden daarmee theeplantages in hun koloniën in Afrika en Azië. Chinezen  zijn dat allemaal niet vergeten.

Maar Chinezen zijn een pragmatisch volk. Ze hebben hun woede en verdriet over wat het Westen ze in het verleden heeft aangedaan, omgezet in een inspirerend revanchisme. Het moderne China, geleid door de Rode Dynastie, is indrukwekkend. Voor het eerst in de Chinese geschiedenis is er zo weinig armoede in het land. De Chinese technologie is bewonderenswaardig. Zonder deze tech-kennis van China kan niemand meer. Ik geef regelmatig lezingen in Afrika en ik zie hoeveel goeds China daar doet, natuurlijk ook uit eigenbelang. Maar de Chinese kolonisatie van Afrika brengt Afrikanen meer welvaart dan de eerdere Westerse kolonisatie en ontwikkelingshulp.

Ik denk dat de mensheid nu alle troeven in handen heeft om wereldwijd een Nieuwe Renaissance te creëren. Net zoals de vorige Renaissance voortdurend werd geteisterd door de Pest, zal deze ook regelmatig opgeschrikt worden door het Corona- en straks wellicht andere virussen.

Geen vleermuis-soep meer op het menu

We moeten voorkomen dat de Rode Dynastie een volgende virusuitbraak onder de pet houdt, zoals gebeurde met Sars en Corona. Er moeten nu internationaal goede afspraken over worden gemaakt. En er moeten goede controlemechanismen komen. Ik denk dat dit prima kan. En dat dit alles leidt tot meer vrijheid van meningsuiting in China. Daarmee ontstaat de Taiwanisering van China.

China is intussen begonnen met ‘mondkapjes-diplomatie’. Regeringswoordvoerder Geng Shuang zegt in de Hongkongse krant South China Morning Post ( SCMP) : ‘The global community should work together instead of casting blame or demanding compensation…Attacking and discrediting other countries simply wastes time and cannot save lost lives…China has been attacked by the virus and is also a victim of the virus. We are not the culprit, nor the accomplice of the virus…The origin of the virus is a serious scientific issue and should be handled by scientists and medical experts and it should not be politicised…The US did not compensate anyone after the H1N1 influenza pandemic in 2009, which was first detected in the United States’.

Geng’s reactie is een reactie op de toenemende internationale druk op China. Ook de Australische en Britse regeringen, bondgenoten van de VS, eisen van China een onafhankelijk onderzoek naar de oorzaak van het virus.  Maar Zwartepieten heeft geen zin. De machtstrijd  tussen de twee  supermachten Amerika en China zal nog wel even voortduren. Amerikaanse haviken hopen dat de Corona-ellende China knock-out slaat, maar ik denk niet dat dit gebeurt. China is, vooral op technologisch gebied, te sterk. En het Westen is na 500 jaar wereldheerschappij verwend, verweekt en vermoeid geraakt. In Europa is dat goed merkbaar.

Maar ook in supermacht Amerika is de teruggang al decennia overal voelbaar, ook onder het Trumpiaanse misbaar. Henry Kissinger, Amerika’s politieke eminence grise, zegt dat Amerika en China de wereldmacht zullen moeten delen, omdat de tijd van Amerikaanse suprematie voorbij is, en omdat een stevige Chinese machtspositie in de nieuwe wereldorde onontkoombaar is.   

Laten we hopen dat de  nu in G20-verband opgestarte  internationale samenwerking de wereldwijde gezondheids- en economische crisis goed gaat  bestrijden, om daarna  wereldwijd een Nieuwe Renaissance in te luiden. Ontbozen dus en moedig voorwaarts!
